ID based Black/White list is an effective filter for messenger ID's. You can either use the black list or the white list. Only ID's in the white list are allowed to use when white list is enabled. Enable black list means allow all ID's except those listed in the black list.
To make blocking work, you can change an existing blocking level or add a new one. Here we start this example from adding a new blocking level.
As in Figure 1, add a new blocking level named "Blocking chat".

As in Figure 2, you need to check the "Customize ID access rules".

For example, choose the "use black list". Add messenger accounts which you want to block to the "Black List". One account per line.
As in Figure 3, we add "QQ 24013335" and "MSN p2pmanage@hotmail.com" in the "Black List" in order to block this two accounts.

Click "Modify" to save the configurations.
You need to set the blocking level for computers which you want to implement this blocking policy. As in Figure 4, choose the "Blocking chat" blocking level in the "Blocking rules". Remember to click "Save" to save configurations.

Systax: "software ID", one account per line. For example: "MSN p2pmanage@hotmail.com". The black/white configuration is a INCLUDE match. For example, if you set "hotmail" , it means "*hotmail*".
